Description
As a watchdog, I would like to know how many companies that have graduated from the SBA 8a business development program still benefit through 8a extension contracts that circumvent the 8a statutory limits (like 8a STARS that effectively grants 8a's another five years of 8a status beyond the 9 years they get while in the 8a program). This same logic extends to all of the other socioeconomic set asides related to growth, such as small business, HUBZone, etc. How many small business continue to compete against small businesses through GWACs/IDIQs/BPAs even after they have grown above the NAICS small business size standards.
Whatever reporting is done must be able to show status at a point in time compared to today. We would want to analyze the impact of a socio-economic program to a business, watching what happens to that business before the certification, during the certification and then post-certification. What happens to the officers and the company? Do they continue to grow? Fizzle out? Get acquired? What are the attributes of a company that graduates a business development program and continues to succeed?
What would be the impact to small (or other socioeconomically classified business) if contracting officers required all businesses to recertified their size or socioeconomic standard for every task order?
How much money is going to large businesses from contracts set aside for small business?
