meson isn't a direct dependency, so I don't think it needs a dedicated build script. I don't expect the meson version to make a different to the final functionality of Pillow.
Do not set MB_ML_VER on macOS multi-build/multibuild#541 has been included in Pillow with Do not attempt to install cmake if it is already present python-pillow/Pillow#8593, so
MB_ML_VERwill no longer be 2014 on macOS
