fix: accept current scheduled morning report dialects

Summary

• derive the required commodity input snapshot metadata from the current scheduled-report dialect without inventing unavailable values
• recognize explicit research-ready option coverage using both series_ready and ready_count shapes
• preserve ambiguous max_loss_limited prose as a note while normalizing the canonical field to null
• add regression tests for the current commodity and global morning failures
