Fix NoClassDefFoundError for OutcomeReceiver on API < 31

This PR attempts to fix #1357

Pull Request Details

Add Build.VERSION.SDK_INT >= Build.VERSION_CODES.S check before using ad services APIs. On API < 31, the SDK returns early without calling these APIs, preventing the crash.

Test Plan

Test Plan: Run ./gradlew :facebook-core:testDebugUnitTest --tests "com.facebook.appevents.gps.*" - all tests pass.
