bin/tap-to-json.pl is a port (by Claude) of the node tap-parser we were using. We reduce the test runner image size: exercism/test-runner:latest 1.79GB 356MB becomes exercism/test-runner:latest 323MB 64.2MB

Note, you can use ADD in place of curl, too.
