IDE Topbar Feature Design

For the Topbar of the ide, the second effort would involve the following:

• Adding the Settings button to bring up the settings mainpanel view @LianaHus is currently working on
• Extract and add a button that will handle Theme switching.
• Remove the Hamburger Menu from the toolbar and make further modifications to the workspaces dropdown as per the notion document.
