LES has not been functional since the merge, the code is probably bit-rotten and the serving unclear. We're trying to redo that approach from scratch, approaching it from the consensus side first. Until then, it's cleaner to get rid of the active code (to allow other code to move faster) and we can re-add stuff that's needed later.

Fixed by #28586.
