chore(fill): don't write to `./logs.` resp. enable `--evm-dump-dir` by default

This was initially requested here:

• --evm-dump-dir to have default value #978
  And implemented here:
• ✨ feat(fw,fill,cli): Default evm logs #999

But this generates a huge amount of data and slows down fill. This change should undone. The new behavior should be that to obtain logs/t8n output that you need to explicitly specify the --evm-dump-dir flag.
