tests(fw): remove serial execution of tests that use eels

Serial execution was enforced for framework tests that depend on the resolver to avoid flakiness in CI. The root cause should now have been solved in the resolver itself and hardened further by #997. This can probably now safely removed. 

The `solc` plugin tests must still be ran serially!
