Add debug trace tests

This PR is adding 4 tests:

• Attempting to trace the genesis block (0x0)
  • The error code and message should be the same across clients
• Attempting to trace hive block (0x2) with callTracer which is the most popular tracer
  • Tests {"onlyTopCall": false, "withLog": true}
• Attempt to use debug_traceCall against with one of the interesting txs in hivenet
• Attempt to use debug_traceCall to return structLogs to measure rpc gascap

Local testing shows differences between a bunch of clients for these calls.
