Fixes #1881 . As per discussion with @slingamn on irc, this is fixed by requiring two parameters for all cases, instead of allowing one parameter for cases when persistent database storage is used. Also deleted the extra logic for number of params at the beginning of histservDeleteHandler which is now not necessary.
Also modified the bits of help to represent the target param as necessary ([] -> <>). Let me know if I missed anything else, thank you.
