servCmdRequiresAccreg flag on NickServ get/set/saset/enforce

I just noticed that the NS commands get/set/saset/enforce are bound to the servCmdRequiresAccreg flag.
In my opinion this is an error, because these commands should work even if config.Accounts.Registration.Enabled is false.
