nickserv does not reply to `/msg nickserv verify`

On success, nsVerifyHandler calls sendSuccessfulAccountAuth, which sends notices from the server, not from nickserv. This displays incorrectly in irssi.

We already have nickserv-specific calls in sendSuccessfulAccountAuth, so we can just switch them from rb.Notice to nsNotice.
