Don't send RPL_WHOISLANGUAGE #516
Description
The RPL_WHOISLANGUAGE numeric is pretty silly since it conflicts and also doesn't give an accurate representation of what users actually speak (that's info that'd be better provided by metadata). If it's in the language spec I'll remove it, and we should not be sending it to users.
