draft/FILEHOST support

it'd be neat if Ergo had native support for draft/FILEHOST.

I'd say it makes sense to have some kind of allowlist mechanism similar to setting +v on a user to avoid abuse, or perhaps someone has another idea?

"Native" meaning inside the Ergo binary? That's not something I have planned --- the spec is designed to be decoupled from the ircd implementation, and building it directly into Ergo would add a lot of complexity.

I don't like the spec as written (you may have seen my comments on the ircv3-specifications thread). Regardless, there is an unofficial implementation for use with Ergo, but you're not going to like it :-\
