reevaluate disconnecting on OPER with the wrong password

This is a very old decision (it goes back at least to e83283e) but what purpose does it really serve? If we are trying to limit brute-force attacks on the operator password, we can do so more directly with a rate limiter.

This is a good point. I can see the benefit to an immediate disconnect from a security standpoint but can also appreciate the rate limit.

Possibly set a failed login attempt parameter? Someone can select 1 (for immediate disconnect) or 0 for off? or even 10 for a rate limit?
