IRC Operator can kick founders

Now by default IRC operator can join any #channel and kick members and founder without having any visible flags. It would be better to disallow this, and put that privilege into SAKICK command which should be logged and seen by other IRC operators using snomasks.

Automatic privileged KICK may have been an unintended consequence of 42316bc. This needs a bit of investigation.
