Move ACR cleanup from active clusters to ext-mon #59
Description
It should simplify the code, the release process of new clusters (no need to manage active cluster name), and better metrics
- Review code (get to know the code)
- Document the rules used
- Do not run if there are more than one cluster (migration periode)
- Dev zone - special case: "add more details here"
- Service will run in ext-mon cluster
- service has read access to cluster to read all deployments
- service has access to ACR to be able to delete images
- Read all deployments for each zone clusters
- Access to ACR
- Same schedule as today

List all known radix-deployments, and delete all container images that are not referenced.
