This PR skips the TestPILImage tests when running on Qt 5 since Pillow no longer supports it.
- Introduces a conditional import of is_qt5 based on the current toolkit (“qt” or “qt4”).
- Adds a unittest.skipIf decorator to bypass tests when using Qt5.
