Debug decorations for current stack frame are lost after switching editor tabs

Bug Description:

Debug decorations indicating the current stack frame are lost after switching editor tabs.

(Although it has already been mentioned in #15497, this is a separate and important issue that merits its own tracking.)

Steps to Reproduce:

1. Set a breakpoint. When the breakpoint is hit, the current stack frame is indicated by special decorations in the editor:

2. Switch to another editor. Switch back to the first. The editor decorations related to the current stack frame are now lost:
