Toggle Maximized regression in 1.60

Bug Description:

Hi,
After the last update (1.60 - maybe related to the lumino change), there is a regression in the toggle maximized command: when closing the last tab in a maximized view, the layout is corrupted, we see a floating 3 dots menu (belongs to the explorer tree), with empty layout, instead of showing back the regular view (toggle back).

Steps to Reproduce:

1. open a file
2. toggle maximized
3. close the tab
4. we see a floating 3 dots menu on the top left instead of restoring the non-maximized view

There are a bunch of issues with "maximize" beyond the one you mentioned.

1. If we are on Electron with "Custom" title bar, the maximized part overlaps the menu bar
2. There seem to be z-index issues, like the one you mentioned.
3. When I open an "output" view in the lower panel, then maximize/unmaximize, the whole toolbar (including the drop-down for the output channel) disappears.
