getFileDiagnostics does not complete

Bug Description:

The tool function getFileDiagnostics never completes, hanging the chat response.

Steps to Reproduce:

1. Execute @Coder What is wrong with this file? packages/ai-history/src/common/communication-recording-service.ts
2. Coder should invoke getFileDiagnostics on this path
3. Observe that the function never completes

Works for me, which LLM did you use? I had these never completing function calls with Anthropic today.

It still happens for me, no matter whether I use Anthropic or OpenAI. All other function calls work.

Yes, it also happens for other files. I just posted the specific file for reproduction steps.

I debugged this a bit, the issue is that this promise is never resolved:
