Add LLama File Provider to Theia IDE (144)

Implement a Language Model provider for Llamafile to enable local inference with multiple models. It should allow starting multiple different specific language models at the same time to be used by different agents when needed.

This integration should handle the initial setup, including starting, configuring ports and other settings. It should also support viewing raw communication and configuring various settings related to the language model provider.
