Quick access bar items are not highlighted on hover

Bug Description:

With the current Theia IDE preview (1.47.0) items in the quick access bar are no longer highlighted, when hovering over them with the mouse. The can however still be clicked and the commands will be executed. So this seems to be a UI issue only.

Steps to Reproduce:

1. Open the quick access bar (F1)
2. Hover with the mouse over some entries
3. Observe that the elements being hovered are not highlighted.

I assume this is a regression from #13217? We probably override some CSS rules for highlighting that have changed with the newest monaco editor version.
