Update design of GNEPolygon and GNETAZ

Currently inherits from TesselatedPolygon, that inherits from Shape, and this and generates a "small" conflict with stored shape placed in GNEMoveElementShape. Only for quality of code, not for functionality. The change should be similar to  the change made in GNEPOI
