setting PLUGIN_REMOTE_ROOT has no effect on the cache path

Steps to reproduce the behavior:

1. set PLUGIN_REMOTE_ROOT or remote-root and observe no change

The cache path should have the remote-root path appended as

It's been purposefully disabled here with a fairly confusing comment about paths for PRs
