[WIP] Docker 1.13

Docker 1.13.0 introduce some pretty good change we could support

• Update to Docker 1.13.0
• Handle docker daemon --experimental flag (see Make experimental a runtime flag moby/moby#27223)
• Handle docker build param --squash (see Adds ability to flatten image after build moby/moby#22641)
• Handle docker build param --cache-from (see Implement build cache based on history array moby/moby#26839)
• ?
