Closes #31.

Rearranged processing of flags so that vault flags will be processed prior to syntax check flag.

Build fails because py3-boto3 was moved from testing -> community packages:
https://gitlab.alpinelinux.org/alpine/aports/-/commit/c5710235513fbbe6531fe4093a6fe380fe313ec1

If that package is definitely needed, /etc/apk/repositories needs to be updated to include:

@edgecommunity http://nl.alpinelinux.org/alpine/edge/community
