`watch` spams API after sleep 

## Steps to reproduce
1. someone uses watch on a webpage and then put their computer to sleep
2. they wake their computer from sleep
3. the JS watch  function will then proceed to SPAM the relay to catch all the rounds between back when the computer went to sleep until now

## Suggested fix 
Calculate the next round by time in the watch function
