…ts (#1039) Source: Latvijas Pasts LV-NNNN index redistributed via the IcebergBuilder/pasta_indeksi mirror across the Novadi (counties) and Riga (capital districts) flat-text files. The "LV-" prefix is stripped to obtain the canonical 4-digit form. Ships country-only because the source has no locality/state mapping. Refs #1039.
