Adds all Local Government Areas for Akwa Ibom State: Abak, Eastern Obolo, Esit Eket, Essien Udim, Etim Ekpo, Etinan, Ibeno, Ibesikpo Asutan, Ibiono-Ibom, Ika, Ikono, Ikot Abasi, Ini, Mbo, Mkpat-Enin, Nsit-Atai, Nsit-Ibom, Nsit-Ubium, Obot Akara, Okobo, Onna, Oron, Oruk Anam, Udung-Uko, Ukanafun, Uruan, Urue-Offong/Oruko. Rebased version of #1363 (data-only, no SA.json/US.json/schema.sql contamination). Adds 27 Akwa Ibom LGAs. Closes #1363
