Backports a CI test agent selection fix to ensure the “arm64 - Mac Tahoe (26)” test stage targets the correct macOS agents in Azure DevOps by using the repo’s standard macOS agent capability naming.

Changes:

• Replace the Tahoe selection demand from Agent.OSVersion -equals 26.0 to macOS.Name -equals Tahoe for the arm64 Tahoe test configuration.
