A problem with workflow "Add all issues and PRs to F# project, assign milestone and labels"

I believe that there's a special workflow in this very repository that is supposed to do something with the newly reported issues (such as #18571 I reported recently).

It has a couple of problems.

1. When the workflow has problems, it sends a notification to the user who reported the issue. As a bug reporter, I have to say I am not very interested in receiving more error reports from the repo automation 😅

   And still, here I am, just received this message by email:
   

2. There seems to be a genuine problem in the workflow: it uses Ubuntu 20.04 which is getting deprecated soon. Please upgrade it :)
