Aspire CLI Overview should explain how to enable exec

Description

For anyone trying to use Entity Framework, aspire exec is pretty essential, and it's much too hard to figure out how to enable it.

Please add to the CLI docs the explanation that is included in the What's new in .NET Aspire 9.4 page, namely:

🧪 Feature Flag: The aspire exec command is behind a feature flag and disabled by default in this release. It must be explicitly enabled for use with aspire config set features.execCommandEnabled true.
