Support Graal based palantir formatter in Maven plugin

With palantir/palantir-java-format#1211 (shipped in palantir-java-formatter 2.57.0) the formatter can be executed as native Graal image. Such an option is provided through the gradle property palantir.native.formatter=true however that should also be supported for Maven. That way one can run Maven with spotless with an older version than the Palantir Formatter.

Currently this issue prevents using the same formatter for Java 17/21 and 25 builds as only palantir 2.71.0 fixed Java 25 support, but palantir since 2.67.0 requires Java 21, so currently the only way to support building with Java 25 is raising build requirements to Java 21 and unfortunately not everyone is ready for that yet.

Actually the palantir-java-format is still compiled for Java 11 (https://github.com/palantir/palantir-java-format/blob/3aab3d5a5955183a257e69e7d00700de13849d3f/palantir-java-format/build.gradle#L50) and dynamically loads the right visitor in https://github.com/palantir/palantir-java-format/blob/3aab3d5a5955183a257e69e7d00700de13849d3f/palantir-java-format/src/main/java/com/palantir/javaformat/java/Formatter.java#L135. Therefore even without leverage native images palantir can be leveraged on Java 11 and above.
