As of ruff-pre-commit v0.11.10, the recommended ID for the pre-commit hook for the ruff linter is ruff-check, instead of just ruff as it was before. This is to distinguish it from the ruff formatter pre-commit hook, whose ID is ruff-format. (We're not using that particular hook.)

This PR updates our pre-commit configuration to reflect the ID change from
rufftoruff-checkin astral-sh/ruff-pre-commit#124.
