refactor(agent): prepare certificate functions for new logic

Description

Refactors check_canister_ranges and lookupCanisterRanges to use the new CheckCanisterRangesParams object. Ina follow-up PR, I'll introduce the logic for the new certificates.

How Has This Been Tested?

Same tests should still pass.
