feat: Adding qualificator util

While still needing to be able to run qualification on any network any where (apart from mainnet) the command itself is quite verbose and there needs to be some setup prior to the actual run of the command.

This utility does the magic of setting up everything for a run of qualification:

1. Check if the vpn is active
2. Check if the principal key for testnet exists
3. Remove registry cache of previous runs
4. Spawn a farm testnet
5. Run the qualification

Example run:
