What does does this PR do / why we need it:

• Updates the dependencies and golang versions for all modules
• This includes updates to the oras dependencies which removed some APIs. New API usage is based on this example: https://github.com/oras-project/oras-go/blob/v1.2.2/examples/simple/simple_push_pull.go
