Images & Videos in public editors

Upgrades the images for editors in participants views feature.

• Enables images in participants views for the TipTap Editor
• Enables images in participants views if no RichText Editor is enabled
• Removes the "small editor" feature
• Adds an option to enable videos in participants views for the TipTap editor
• Fixes global menu cache
• Removes Markdown for proposals
• Fix tests
