Wire raw outputs to DVC and automate periodic/manual acquisition in GitHub Actions.
Acceptance criteria:
- data/raw/openfootball.dvc added and working.
- New workflow .github/workflows/acquire-openfootball.yml added.
- Workflow commits/pushes DVC metadata the same way existing acquirers do.
- Failing acquisition blocks downstream prep/sync.
