Check output up-to-date without running build_runner

For CIs people want to check the output is up to date, there's no use in actually generating it.

There is already enough information in the json output to do a check without running a build, but this is not in a particularly useful format. Can we output something that can be easily checked with a script, e.g. a depfile and some hashes?
