Add a mechanism to properly render the ID for those resources where Atlas TF provider encodes the state ID (see https://github.com/mongodb/terraform-provider-mongodbatlas/blob/master/internal/common/conversion/encode_state.go#L24).
Also, revert back the external-name annotation as a possible way to import resources.
