Update goreleaser action

The time has come that the goreleaser action is broken: https://github.com/cosmos/cosmos-sdk/actions/runs/9447965432/job/26021057500,

We should update the goreleaser action (and backport all the way down to v0.47), BUT we need to watch out as goreleaser changed its behavior for pushing tagged version on GH.
