[FR]: Ability filter traces and threads with comments

Proposal summary

Add a filter to the traces and threads tables so that field "Comment" is not empty.

Motivation

This is especially important for doing open coding or AI errors after human annotation

Thanks for the assignment! It looks like another contributor submitted a great PR for this while I was getting started.
