Fix required files in the CoMPAS organsiation where Alliander is the code owner

Check License and readme.md (readable, clear description of the functionality in this repository, working URL's)

Refer to CoMPAS Contributing · Contributing to the CoMPAS project in the Contributing files

Codeowners files needs to be added (add github team)

• Regarding the generation of the code owners file I did some research and specially due to the features provided by GitHub (see https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-code-owners) the proposal is to automatically assign PRs via theCODEOWNERS file to a specific team for each repository. Generating theCODEOWNERS file automatically would not allow such process since in various cases it's not predictable to whom the PRs will be assigned.
• Assigning the PRs automatically to teams would also reflect the responsibilities we agreed in the CoMPAS TSC meeting on 18.06.2025 (https://lf-energy.atlassian.net/wiki/spaces/SHP/pages/333611040/47th+meeting+18+June+2025) where we assigned each repository to a different team.
• This file would also immediately show who is responsible for each repository in a standardized mather.

Based on GitHub we have different options on where to place the CODEOWNERS file (see: CODEOWNERS location) where my personal favorite would be in folder .github.
