- Added ci scripts to use buildah to build upgraded platform images and then buildhost images
- Adjusted buildhost policy for ubuntu-24 regarding libncurses
- Adjusted several ci components to work well with containers

… then buildhost images Primarily this was a way for me to test ubuntu24 libncurses package problems. I figured I would lay some groundwork and add some efficiency while I was at it. These images could be updated periodically and used to make builds (maybe). Ticket: ENT-13030 Changelog: none
