error message instead of empty download

cdli export --host https://cdli.earth/ --entities artifacts --format atf --output-file file.atf works but is not the correct way to get the atf so the user needs to wait for all the artefacts to have been queried to realise there are 0 results. Let's have an error message instead, can be given for other similar scenarios.
