Add a `--force` option to `multipass stop` and `restart`

When something unexpected happens and we lose the ability to control the VM, it may be necessary to forcefully stop the instance by terminating, and ultimately killing the instance.

Also a `multipass delete --purge` could benefit from this as there's no point in waiting for the instance to gracefully shut down when we're deleting it right after.
