Looks good! I left a few nitpicky comments that you are more than welcome to ignore.
Aside from that, I notice that because of the wildcard in the toctree, the release notes are ordered alphabetically rather than newest-to-oldest in the side navigation. Not blocking, but we'll probably want to correct that at some point.

This adds initial release notes for Charmcraft 3.5, including the current new features and copying the deprecation notes from 3.4.
